Northern Meadows will certainly be close to the downtown. One thing you may consider for the future is the major changes to 28th. I attended the Charette last year and this was going to be a major bypass, especially when Rainbow becomes the connector between I-25 and I-40.
It all depends on how close to the action you want to be.
As far as an investment, it all depends on how far into the future you are thinking. In my opinion, houses in that area can only cap out at $320k or so, which is good, but only in another 7 years or so.
I think Northern Meadows is a great location. I think the whole area around Northern and Unser will be a great location, since it is just on the edge of the City Centre plan, and there are a good mix of tract and custom homes.
I am interested to see what kind of retail and services will pop up along the road. I think there needs to be more grocery and convenient stores in the area.
I visited Rio Rancho in anticipation of relocating and starting a business. I, too, think the area of Unser and Northern is attractive. My reasoning is that a lot of traffic passes this corner on its way to the new downtown location. In the future, it would seem that many will also use this intersection to navigate to the connector between I25 and I40. So, Northern Meadows seems to be a good investment to me as well.

I own a home in Northern Meadows and it is a great location. The views are great. As Sandi says there is a need for commercial businesses, restaurants and grocery stores but I hear some are soon to be built. The potential is great and with the zoning and construction plans that are in place it should be done well.
Paseo del Vulcan will one day connect to Hwy 550 (near to Home Depot) and to I-40 in the south. This will be some years in coming but when done will help to get you to the area quickly.
